>> reporter: 24-year-old fremont resident jaswanthreddy baireddy sits in . -- sits in the alameda county jail in santa rita without bail charged with a half dozen crimes connected to the rape of an oakland woman. >> it's our responsibility to get this information out there. he was a lyft driver, serving the entire bay area. >> reporter: fremont sexual assault unit detective calvin tang april 8th says baireddy, driving a white hyundai elantra picked up the victim at her home for a trip to the woman's friend's house in berkeley. but when they got to berkeley, the friend wasn't home and the driver who had finished his shift offered to drive the 29- year-old woman back to her house in oakland for free. she agreed but police say he instead drove past oakland and south to his house in the 38000 block of camden street in fremont. it's an area saturated with apartment complexes. investigators say the victim went into the house for food and was raped inside an upstairs bedroom.

>> after spending some time in the apartment, she was directed upstairs and that's where the sexual assault occurs. >> reporter: after the alleged crime, she was then driven back to oakland. she reported the rape. but to a different police agency. it took some weeks for the detective to make an arrest. >> the suspect made some comments during his interview. we won't go into details. but he made comments which suggested that he had things to hide that was enough probable cause to support the investigation and where the district attorney's office felt it was enough to support the charges. >> reporter: investigators say there may be more lyft passengers who were victims and who have not yet come forward. baireddy has a preliminary hearing may 22nd in dublin. in the san jose studio, i'm jesse gary, ktvu fox 2 news. in a statement, a lyft spokesman said, quote, the safety of the lyft community is our number one priority.

and we have absolutely zero tolerance for this behavior on the platform. as soon as we were made aware. these allegations, we immediately deactivated the driver. we have reached out to the passenger and are in communication with authorities to support the investigation. now to new information in a five-car crash that killed three people in fremont last night. the coroner identified the victims today as 39-year-old noelle johnson, 14-year-old christie lemus and 9-year-old brooke lemus. they were all from manteca. 21-year-old dang tran is behind bars accused of driving under the influence of marijuana. witnesses reported seeing his white toyota camry speeding and driving erratically just before the crash on interstate 880 last night near stevenson boulevard. >> driving under the influence of marijuana is just as bad as driving under the influence of alcohol. we come upon crashes like this and you never get used to it.

it's sad. our hearts go out to the family. >> the three people to died were thrown from the escalade not wearing seatbelts. five other people in the escalate including four children were injured, one critically. that deadly crash highlights a growing concern. drivers who are high getting behind the wheel. as rob malcolm tells us, an oakland company wants to help law enforcement keep stoned drivers off the roads. >> have you had any alcohol? >> reporter: police at sobriety checkpoints are on the lookout for signs. >> we may smell alcohol or marijuana. we may see that the speech is impaired, slower, not really able to respond to our questions. >> reporter: officer williams specializes in marijuana enforcement and detection. he also uses field sobriety tests to recognize which drivers are impaired behind the wheel. the test is similar to that used for alcohol. >> can i do these multiple things at one time? stand on one foot? count out loud? >> reporter: after a series of deadly crashes, stoned driving

has the chp's full attention. christmas eve 2017 chp officer andrew camilleri was killed when he was rear-ended by a car driving more than 100 miles per hour on i-880. the driver later admitted to ingesting marijuana. then last night in fremont, a driver was charged with marijuana dui after a five-car crash on i-880 that killed three people, including two children. golden gate chp provided stats on marijuana as they prepared for legalization in 2017. 197 arrests for the nine bay area counties. since january 1st when recreational marijuana became legal, so far in 2018, 87 arrests. a lab wants to make it easier to identify stoned drivers. they have invented a hand-held pot breathalize their measures -- breathalyzer that measures thc in someone's breath.

they also made a test track at the old naval air station at alameda. >> on the runway, we're intended to try to show the type of impairment that happens when people are stoned behind the wheel. >> reporter: there were multiple problems. >> one of the most chilling things that we saw was that all of those drivers hit a bicycle that was in the construction zone. >> we don't use any sort of hand-held machine to determine marijuana. it's based on what we talked to you about which is those observations of the driving and the observations after when we make that stop. >> reporter: the breathalyzer isn't with law enforcement yet but it could be an effective tool in getting impaired drivers off the road. it's just a matter of time. in oakland, rob malcolm, ktvu fox 2 news. new at 6:00, today the santa clara school district is planning to step up efforts to

educate students and staff about reporting sexual harassment. the announcement comes just one day after santa clara high school teacher dominic caserta resigned from his city council seat and withdrew from the race for santa clara county supervisor amid sexual abuse allegations. the school district says it plans to appoint a harassment task force, streamline reporting procedures and educate staff, students and parents. for his part, caserta denies all allegations of sexual misconduct. in his resignation letter he said he would never do anything to harm the health and wellness of my family, my school district or our city. jeff rosen announced his opposition to the recall of south bay judge aaron persky. persky is under fire for handing down a six-month sentence for former stanford student in a case of sexual assault. in an editorial today rosen said: notwithstanding my strong disappointment at the sentence, i am firmly opposed to the recall of judge persky.

subjecting judges to recall when they follow the law and do something unpopular undermines judicial independence. this afternoon on the "four on 2," rosen said he supported a six-year sentence in the brock turner case. >> the problem was the law, that the law allowed for a low sentence. and we changed the law. and once we changed the law, we solved that particular problem. and that's the main reason i'm against this recall. >> the revised state law now imposes longer sentences in cases of sexual assault of an unconscious person. the persky recall is on the june 5th ballot in santa clara county. at the white house today president trump lashed out at oakland mayor libby schaaf during a roundtable discussion with california leaders who are opposinged to sanctuary state policy -- opposed to sanctuary state policy. none were from the bay area, most from southern california and the central valley and they say that the sanctuary state policy is a threat to public safety. ktvu's cristina rendon reports. >> reporter: president trump

called out oakland mayor schaaf and told attorney general jeff sessions that he thinks she should face criminal charges. the president says there is a revolution going on in california and people here want safety. he said mayor schaaf should be investigated for issuing a warning about an immigration raid in the bay area back in february. >> i would recommend that i look into the mayor of oakland. she said get out of here. you worked on it long and heart and you got there and there were very few people there. to me that's obstruction of justice. >> reporter: the president inflated the number of undocumented immigrants who avoided arrest according to numbers provided by i.c.e. at the time of the raid. he also blasted violent criminals when the fresno county sheriff said she is not able to contact i.c.e.

a mother from the east bay is pleading for help after thieves stole her specially equipped van from the parking lot of hilltop mall. that woman's son is severely disabled because of a hit-and- run back in 2009. the van helped the man get to his doctor's appointments. ktvu's rob roth spoke with the man and his family about what that van means to them. >> reporter: he is paralyzed,

brain damaged and cared for by his aging parents in san pablo all because of a hit-and-run driver. but for 33-year-old brandon thomas and his family, the hardships keep coming. >> that's the only transportation i have. >> reporter: brandon is referring to his family's van a 2004 green ford freestar like this one specially equipped with a lift for a wheelchair. >> it really is -- that's the only way we have to get him around to doctor appointments, therapy sessions. >> reporter: that van brandon's link to the outside world was stolen last saturday, taken from the hilltop mall in richmond while being parked in a handicapped space. the california disabled license plate number is db053lp. >> they are the scum of the earth! scum of the earth. i mean, a blind person could see that this was a specially equipped van. and to steal it any way? >> reporter: the family believes the spare key must have dropped on the ground but

instead of returning the key, someone stole the van. richmond police confirm that the van is still missing and that they have no suspects. none of that helps brandon and his family. >> it's devastating. >> reporter: brandon's ordeal began nine years ago. he was riding his bike on san pablo avenue and 56th street in oakland when he was struck by a hit-and-run driver who has never been caught. the family says coming up with the money for the van wasn't easy. >> you know, it's not like we had that kind of money just laying around, oh, i think i'll go buy a new van today, you know? so we worked real hard to get that down payment together. >> reporter: now they just want it back. >> i need my vehicle. please bring it back. >> reporter: in san pablo, rob roth, ktvu fox 2 news. residents of a santa rosa mobile home park have filed a class action lawsuit in the wake of last october's fires. people who lived in the orchard mobile home park in

santa rosa say they are fed up with the lack of progress or building plan. some residents banded together to file a lawsuit against the owner. 78 homes were lost many seniors displaced. it could be three years before they get a new home. 94-year-old eleanor miller had lived in the park for 36 years. she and her granddaughter say they don't have the luxury of waiting. >> for my grandmother, we're not just facing, you know, a rebuild clock. like, this is a life clock. this is trying to get her back into her home before she dies. >> i miss my home. and i want it back. >> hometown america from chicago hasn't been charging a leasing fee since the fire. but come september, that changes. the $750 monthly rent will need to be paid. the people who used to live here say they can't afford this especially with no home

or construction plan in sight. "2 investigates" has uncovered troubling new information about a deadly fire in the mission district in san francisco. residents say the alarm never sounded. it happened three years ago but we are just learning the man who signed off on that alarm system was working with fake credentials. and he has been servicing alarm systems across the bay area for more than a decade. "2 investigates"' candice nguyen reports. >> reporter: every year, building owners are required to get their fire alarms checked by a licensed person to sign off on their work. the san francisco fire inspector who checked the alarm system before the mission fire simply looked at the signature and date on this fake credential and was in and out in a half-hour. fire alarms tech tom jue was the last one to work on the system that caught fire in 2015. he had been illegally using another company's license number even creating fake

certificates to post at job sites. the san francisco fire department says it relies on those stickers and has since made changes to its requirements. but we learned it's not enough to keep an unlicensed fire alarm tech from working. >> when someone sees a nam of a company and a licensing number, is that enough? >> no. it absolutely is not. how hard is it to go and have business cards made any way you want them to have flyers put in our different publications or make a website up? anyone can do that. >> reporter: tonight at 10:00 we hear from tom jue and sit down with the san francisco fire marshal to ask whether inspectors should do more. there's also concern whether more bay area buildings may be at risk. our full report tonight on the ten o'clock news. >> thank you. if you have a tip for our "2 investigates" team, we would like to hear from you. call us or email us.

taking a peek at the high temperatures from today. these are them. some places were a little warmer than yesterday, most places about the same. more sunshine today and certainly along the coast, bodega bay and pacifica you lot lots of sunshine. that fog is way up here so now it's in the forming. the low pressure center allowed things to stay cool around here. we have a couple of them. we have this low and then this was a low and then we have this low and that's slightly unusual for this time of the year to see that much, you know, low pressure activity. usually a high sits out there in the pacific and sets us up with our typical late spring, summer pattern. it's not doing that. when you get things that are out of whack you get thunderstorms. we had them up towards rohnert park around calistoga and st. helena. this is afternoon as they rolled through up to tahoe, as well. now they have cleared out. temperatures are still mild

running a few degrees cooler than they should be where this were this time last night in the 60s. i would expect 70s right now this time of year. but the benefit is this. look at the crystal clear air quality. look how crisp it is. so the air quality is stunning right now because the lid is off. the fog can't form and the atmosphere is vertically mixing. so you get this beautiful clear atmosphere which will continue tomorrow. but with this, we get milder temperatures which will continue tomorrow. lots of mid-60s and low 70s tomorrow but slightly warmer. still to come, new developments in an alleged child abuse case as the mother of 10 children is facing new felony charges. what we're learning now from investigators. >> the giants went for a sweep of the reds in the afternoon game at at&t today. mark will show us if they pulled it off later in sports. >> and investigators are saying it wasn't an accident. the latest on a deadly explosion at an office building in southern california.

if we can use patients' genes to predict heart disease in their families, imagine what we can do for the conditions that affect us all. imagine what we can do for you. a mother from fairfield is in jail after 10 of her children were found living in a house filled with garbage. police say the children told investigators their parents had abused them. ktvu crime reporter henry lee says the mother had been out on bail before new felony charges were filed today. >> reporter: ina rogers had nothing to say as she arrived to court in fairfield. only these still pictures were allowed inside the courtroom. rogers was initially arrested last month on a misdemeanor charge of child endangerment

after investigators found 10 of her 11 children ages 4 months to 12 years old living in a fairfield home filled with trash and human and animal waste. the children later reported injuries that included burns, bruises and broken arms. police say they were punished using scalding water, bb guns, crossbows and even water boarding. the d.a. has now added nine felony child abuse charges against the mother. in court, the deputy district attorney says her bail should be $495,000 to reflect the more serious felony charges. referring to the children, the prosecutor said, quote, she abused them if not assisted her husband in torturing them. she still has the potential to do that if she is not in custody. the judge agreed saying, quote, while she may not be a danger to the public at large, she may still be a danger to her children. rogers said she didn't have the money to post bail and that's why she was taken into custody. after the hearing, rogers' sister and brother-in-law left the courtroom in tears. they did not want to speak to

the media. neither did her attorney. rogers' husband jonathan allen has pleaded not guilty to felony charges of torture and child abuse. both parents have denied the allegations, allen in a jailhouse interview and rogers when i spoke to her at her house both denied the allegations. rogers' children had been in the custody of family members for the past month including at her mother's home in antioch. i could hear children's voices inside the home. their grandmother declined to comment. both parents will likely remain in custody pending a preliminary hearing in fairfield. in fairfield, henry lee, ktvu fox 2 news. ktvu fox 2 news at 6:30 is next with new developments in the russia investigation. >> i absolutely believe that russia interfered. >> members of a senate committee says russia did interfere in the 2016 presidential election. we'll go live to washington for more on these new findings.

bail. he is charged with a half dozen crimes connected to the rape of an unconscious oakland woman who was his passenger. investigators say the suspect made incriminating statements and there may be more lyft passengers who are victims that have not yet come forward. president trump today lashed out at oakland mayor libby schaaf at a roundtable discussion on california's sanctuary policy. he said she should be investigated for obstruction of justice after she issued a warning about a pending immigration raid this year. most of the people at the roundtable were from southern california and the central valley. ou're watching ktvu fox 2 news at 6:30. the senate intelligence committee released findings today that russia did indeed interfere in the 2016 presidential election with the aim of getting donald trump elected. the conclusion was reached by both democrats and republicans on the committee. fox news' caroline shively reports. >> reporter: hi there frank and julie. the leaders of the senate intelligence committee are accusing moscow of meddling in the 2016 presidential election with the

top democrat saying the operation was extensive, sophisticated and ordered by president putin himself. >> i absolutely believe that russia intervened with --on the basis of helping mr. trump and hurting hillary clinton. >> reporter: that claim from senate intel leaders breaks with their counterparts in the house and backs an intelligence community assessment. some committee members say the interference isn't over. >> the russians are trying to sow the seeds of discontent in our society, take advantage of the polarization that exists, and divide us further. >> reporter: meanwhile, the senate judiciary commission has released 2500 pages of transcripts about a meeting between trump campaign officials and a russian lawyer who claimed to have dirt on hillary clinton during the campaign. donald trump, jr., told the committee, he never informed his father of the meeting and they have never discussed pardons for people related to the investigation. >> he needs to come back before the committee and testify in person under oath. there is a lot there needs to be explained.

i have no confidence that he has told the whole truth right now. >> reporter: but the republican head of the committee says the public can figure it out themselves. >> they don't have to have a, -- they don't have to have it deciphered by members of congress. >> reporter: it shows that don, jr., was bothered by the idea that the meeting at trump tower was part of a russian attempt to help his dad win the race. he said he didn't give it much thought. back to you guys. >> thank you. newly released financial documents show that president trump reimbursed his personal attorney michael cohen more than $100,000 last year just before the presidential election. that's an apparent reference to a payment made to adult film actress stormy daniels who received $130,000 in hush money from cohen. the president initially denied knowing anything about the

payment to daniels. the president's campaign is under investigation for possibly violating campaign finance laws for not reporting the payment as a campaign expense. the high cost of living is a given here in the bay area even in communities that are 30 or 40 miles from silicon valley or san francisco. tom vacar found out the median home price in walnut creek may soon be approaching a million dollars while rents could hit $4,000 a month. >> reporter: walnut creek's median house price is about $900,000 and rising quickly. example, stone any ridge. -- example, stoney ridge. a new community of attached homes is selling units in, get this, the low millions. what about walnut creek rentals? the average rental is $2,257 with the average three-bedroom unit going for about $3,700. almost $4,200 in the best areas, especially close to bart. that's great for developers, current homeowners and left- -- and landlords, but trouble for korean. merchants are having big

-- but big trouble for walnut creek. merchants are having big trouble finding people willing to commute here for relatively low paying jobs. even well paid skilled workers, for example, at john muir medical center often pass on such jobs due to the high cost of housing and living. >> so you have both ends starting to squeeze. the tipping point is not far away. >> reporter: high housing prices often affect health. >> we are finding people are not taking medications because they can't afford them. they have to pay their rent. >> reporter: one possible solution, build more living units in buildings far higher than the city rules currently allow. >> it's really a community decision. and where is the best location for these development projects? what's that going to look like as far as the design component? what's the height going to be? >> reporter: without building a lot more housing, the turnover guarantees low inventory causing prices to keep rising. one relief valve came yesterday as via monte walnut creek broke ground for a senior community already 80% leased out. >> they are buying a

contracted care that allows them to stay here for the rest of their lives. the fee structure enables them to take advantage of the equity in their homes and pay about what they are spending on a monthly basis to live in their own homes. >> reporter: seniors can lease a place the size they want using the proceeds from the sale of their homes to finance it. that puts underutilized senior citizen homes on the market. >> we are getting old. i'm 75. we don't have children. so we need a place to go. >> right now we're independent and mobile and we can go large distances to enjoy our friends. but things will probably be changing as the years go by. >> reporter: for walnut creek the issue is long-term sustainability because housing at these prices is working against that. tom vacar, ktvu fox 2 news.

been deliberately targeted with a package bomb. the explosion happened yesterday afternoon in the city of aliso viejo in orange county. three other people were injured. a witness described seeing two women stagger from that building. >> i saw the building blown out. and there were two ladies walking out, um, one an older lady clothing ripped and there was a younger one that -- she had some injuries to the face and then also the hair was singed and they were kind of dazed out. >> today, fbi agent served a search warrant at the home of the woman who was killed as well as at two other locations. no arrests have been made. but authorities say this does not appear to be terror- related and they don't believe there is any danger to the public. neighbors said the victim and her husband were separated. they had reportedly gone through bankruptcy but were still living together. now to the big island of hawaii, where officials are monitoring a huge plume of smoke and ash rising above the

kilauea volcano. that plume reached 12,000 feet into the air. geologists said this event is separate from the lava flows that we have been telling but, happening 25 miles away. this afternoon, officials canceled an advisory for falling ash saying that activity now decreased but the usgs says there is still potential for a powerful steam explosion that could send rocks and ash shooting miles into the sky. >> it intensified today. but it wasn't the big one, so to speak. does that mean that we won't see a much bigger more explosive event? no, not necessarily. it could plug up. we could yet in the future have the so-called big one. >> officials are also warning about dangerous air quality down wind from the plume from high levels of sulfur dioxide in the air. kensington palace released more details about saturday's royal wedding between prince harry and meghan markle. the groom's niece 3-year-old

being used as a drug den. ktvu's christien kafton spoke with the man who took that new video and asked bart and city leaders what they are planning to do about it. >> reporter: we talked with one bart rider who was so fed up with what he saw at the civic center bart station that he started taking videos of it. the videos caused an uproar a few weeks ago and he said for a while things got better but now, he says it's looking like nothing has changed. people huddling against the walls of the civic center bart some apparently unconscious, the ground littered with needles and at least one man lashing out at the man taking the video. shannon shot this latest video of conditions at the civic center bart station just this week. >> it looks third world. honestly, you wouldn't think were you in america. it's just body after body sitting down, needles, feces, everything. >> reporter: he released a series of videos about a month ago. he said for a while conditions improved. >> for a week, it was nice. then the following monday,

people shooting up again. >> i'm serious. this is absolutely unacceptable! >> reporter: we showed this latest video to a bart board of directors member. he called bart's chief of police then broke the news that starting today, sfpd and bart pd would begin immediate joint patrols of the area. and ffa that doesn't, would he threatened to do it himself. -- if that doesn't work, he threatened to do it himself. >> i advised the chief if anything happens like this i'll move into the hallway and sit there every day. >> the conditions of our bart stations, in particular the ones here in san francisco are just unlimited movies acceptable. >> reporter: we also caught one san francisco mayor mark farrell. the city and bart will meet this week to work on a permanent solution. >> i don't care if it's sfpd, bart police, who covers it. we are going to work out those details for the residents of our city. we need to get it done. >> reporter: the man who shot the videos says he wants to see a permanent fix in place and he says he is going to continue shooting videos and posting them online as long as he says he sees a problem. in san francisco, christien kafton, ktvu fox

the high that's typically there to make the fog happen. you have a pattern that is giving us insanely great air quality and you can see that just looking at the picture. that's what you call good air quality. temperatures outside right now are generally in the mid-60s. it will cool off quick. winds are relatively light compared to the last couple nights. this low pressure center sort of slowly moves out. but it still brings some sierra showers tomorrow and a few clouds and mild. it will be warmer tomorrow. that's your thursday. friday will be warmer still into saturday. with temperatures by friday and saturday maybe upper 70s, so that would be nice. but more of the same tomorrow with slight warm. you will see that on the map with the temperatures represented by colors. yellows are 70s. the oranges 80s over the hill here towards woodland -- not woodland. in winters. 70 in napa tomorrow. 73 in fairfield. 74 brentwood. 74 antioch. so not a bad looking day, just
